W 1983 roku ukończył studia ekonomiczne na Uniwersytecie w Prisztinie[1]. W 2005 roku uzyskał na tym samym uniwersytecie magistrat, a trzy lata później doktorat z ekonomii[1].

W latach 1994-1996 był członkiem macedońskiego parlamentu[1].

Od 2003 roku pracuje na Uniwersytecie Europy Południowo-Wschodniej w Tetowie[1].

W latach 2009-2013 był burmistrzem Gostiwaru[1].

Poza ojczystym językiem albańskim deklaruje wysoką znajomość języka angielskiego, macedońskiego, tureckiego i chorwackiego[1].
