Română: Descrierea stemei:

Potrivit anexei nr. 1.2, stema comunei Horea se compune dintr-un scut triunghiular cu marginile rotunjite, tăiat. În dreapta, în câmp argintiu, se află trei dealuri verzi, fiecare având câte o flacără roşie. În partea inferioară, în câmp roşu, se află efigia de argint a unui personaj masculin cu fruntea înaltă, purtând părul prins în cozi şi mustaţă, conform portului tradiţional al moţilor. Scutul este timbrat de o coroană murală de argint cu un turn crenelat. Semnificaţiile elementelor însumate: Personajul reprezentat în efigie este Horea, figură emblematică a moţilor şi a ţărănimii din Transilvania, născut pe teritoriul comunei, al cărui nume îl poartă. Flăcările de pe cele trei dealuri reprezintă luptele pentru libertate care s-au dat în Munţii Apuseni. Coroana murală cu un turn crenelat semnifică faptul că localitatea are rangul de comună.
